OLD LYME WATER POLLUTION CONTROL AUTHORITY COMMISSION                                                      UNAPPROVED MINUTES
Regular meeting

Thursday March 15th, 7.30pm

Chairman Dimitri Tolchinski and Secretary Stacey Pamplin present.  Minutes of 02.16.2012 meeting were approved.  

Motion to approve 02.16.2012 minutes was made by George James and seconded by David Redfield.

ALL VOTED IN FAVOR

Call to order/welcome:
Chairman Dimitri Tolchinski called the meeting to order at 7.25pm, and welcomed all.

-Voting members present: Dimitri Tolchinski, George James, Mervin Roberts.

-Alternate Members present: David Redfield, Louis Russo, Andrea Lombard.

-Also present: Brian Curtis (WPCA Engineer), Narcy Dubicki (WPCA Attorney), Bill Folland, (Resident of Old Lyme), Bonnie Reemsnyder (First selectwoman), Mary Jo Nosal (Selectwoman), and Ron Rose (Town Sanitarian).

-Absent Members: Aimee Eberly, Louisa Grogan, Keith Czarnecki, Roger Breunig

-Excused Members: Keith Czarnecki.

To make a quorum, Chairman Tolchinski moved  Alternate Members David Redfield, Louis Russo and Andrea Lombard to voting Members for this meeting.

Chairman’s Report                                                                                          

There was no writen Chairmans Report.

NO VOTE WAS TAKEN

Roger Breunig’s proposal to establish Wastewater Managment Districts in Old Lyme.

The commision discussed the possibility of keeping this propsal as an agenda item.

Motion to table this discussion until further notice was made by Mervin Roberts, seconded by Dimitri Tolchinski.

General discussion to establish “Decentralized Wastewater Managment Districts” in Old Lyme - presentation by Brian Curtis.

On request of the Chairman, Brian Curtis ( WPCA Engineer) gave a presentation to the commision regarding “Decentralized Wastewater Districts” in Old Lyme.  Two hand outs were given to members and guests.  Brian answered various queries from members and guests, and clarified explanations to the commisions satisfactory.  

Bonnie Reemsnyder (First Selectwomen) informed the commision of a recent meeting she attended.  Members and guests discussd the out comes of said meeting, and the potential impact this could have on Old Lyme wastewater management.

Ron Rose - Sanitarian’s Report

Ron Rose read the Sanitarian’s Report to the Commission, and gave handouts of the septic pump out figures to Members.  Report suggests that Old Lyme water usage is 600 gallons less than the previous year.

Louis Russo motioned to accept the Sanitarian’s Report, seconded by David Redfield.

ALL VOTED IN FAVOR

Budget Report.

There was no budget report, however the Chairman informed the WPCA Members that they still have 58% of their budget approximately $14,000 available at the moment, until the end of the financial year in June.

New business

Chairman announced that Dan McFadden is no longer a member of the Old Lyme WPCA and requested that David Redfield be moved to Regular Member.

Louis Russo advised the commission of a recent article as useful information for the WPCA.
